Project Overview and Role:

Nigeria SCALE project is a USAID-funded 5-year project (Oct 08, 2020 – Oct 07, 2025), implemented by Palladium in collaboration with the local resource partners. The goal of the Nigeria SCALE project is to strengthen the financial, management and advocacy capacity of local civil society organizations (CSOs) and Business Membership Organizations (BMOs) in Nigeria to create a more accountable, transparent, peaceful, and democratic Nigeria with more effective and efficient public service delivery.  

The SCALE project supports civil society organizations (CSOs) and business membership organizations (BMOs) across all of USAID/Nigeria’s programmatic sectors with a basket of managerial, business strengthening, and advocacy capacity-building interventions aimed at advancing Nigerian CSO sustainability combined with targeted grants to advance mutually agreed upon priorities. The project is designed to enhance local civil society organizations’ ability to be positive and responsible change agents in Nigeria.  

The project has five main components: 1) Component One – Improve CSO organizational capacity, 2) Component Two – Enhance capacity for CSO advocacy, collaboration and management, 3) Component Three – Improve the policy and regulatory environment for civil society, 4) Component Four – Countering Trafficking in Persons (CTIP), and 5) Component Five – Sector strengthening and advocacy. 

Purpose of Position  

The Grants Officer will manage grant portfolios, in accordance with Palladium’s and USAID policies and procedures. The Grants Officer maintains project systems for promoting, screening, approving, and managing grants. The position reports to Grants Manager. 

Duration:   1 year, with possibility of extension for additional two years.

Roles and Responsibilities

  • Collaborates with the technical team in identifying qualified resource partners and civil society organizations eligible for grants.
  • Prepares grant documents and follow the required administrative processes as per the grants manual for identifying eligible organizations
  • Prepares and processes grant applications and oversees grant management and implementation for all project opportunities.
  • Implements grant activities at the state level under the various project components.
  • Ensures all sub-awards comply with the rules and regulations of governments and other multilateral donors
  • Strengthens and maintains the necessary administrative structures and interdepartmental processes to ensure grant transparency, smooth implementation, reporting, requisite controls, and monitoring
  • Serves as primary point of contact for post-award grants implementation and ensures that all grant files are complete, accurate, and up-to-date.
  • Reviews internal documents and processes for compliance from time to time.
  • Any other tasks as assigned by the manager.

Required Qualifications:

  •  Master’s degree in business, finance, economics, or any other relevant field. Bachelor’s degree with at least 6 years of experience in grant, business, finance, accounting, or any other relevant field can be substituted for an advanced degree. 
  •  Minimum of five years of experience managing grants for donor organizations. Experience with USAID grants management system highly preferred.
  •  Excellent communication, interpersonal and leadership skills, including the ability to manage large budgets and client expectations.
  • Able to communicate effectively and have excellent interpersonal skills to form effective working relationships at all levels;
  •  Good computer skills (Microsoft Office, email, internet)
  •  Ability to deal appropriately with sensitive issues and maintain a high level of confidentiality at all times.

Expression of Interest (EOI) for Selection of Key Population Community Based Organizations(KP CBOs) to Partner withthe Centre for Integrated Health Program (CIHP) on Harm Reduction Intervention for People Who Inject Drugs (PWID) project.

The Center for Integrated Health Programs (CIHP) is a leading indigenous non-governmental organization promoting better healthcare outcomes for all Nigerians through the creation of strong and sustainable health systems. Evolving from Columbia University’s International Center for AIDS Care and Treatment Programs (ICAP), CIHP has supported family-focused comprehensive high-quality, HIV/AIDS care and treatment activities in Nigeria since 2010.

The comprehensive HIV prevention services for PWID showcases key strategies, activities and inputs tailored to the context of the PWID sub-group. Implementation of these cascade of service package will lead to expected outputs such as increase in HIV case finding, increase in linkage to treatment, increase in retention to the care and treatment, increase in suppression, decrease in blood borne infection such as HIV and hepatitis B and C, reduction in gender-based violence and increase involvement of PWID CSOs in their program. The overall impact of the Harm Reduction Intervention program on the grant is to minimize the incidence and mortality associated with HIV and hepatitis B and C infection among the PWID populations

The broadened scope of the objectives of CIHP with funding from FHI360 has created the need for collaboration with PWID Community Based Organizations (CBOs) since they are part of the larger Community based structures. We seek partnership to work with reputable and experienced Key Population CBOs who has the capacity in providing Community based Harm Reduction Intervention. It is expected that selected CBOs will deliver high quality services to the identified beneficiaries.

Scope of Grant Intervention
The funding period is a 21- month grant subject to excellent performance and availability of funding. Activities will be implemented in the 9 LGAs of Ibeju-Lekki, Eti-Osa, Amuwo-Odofin, Ifako-Ijaye, Alimosho, Mushin, Oshodi-Isolo, Epe and Ikeja, in Lagos State. This process is competitive and open to CBOs with presence and operations in the mentioned LGA. Prior experience of implementation of similar or related activities is required.

Please note that CBOs with a record of fraud or failure to account for resources from any funding agency need not apply and shall be immediately disqualified at any stage of the application process or during program implementation, when information to that effect is obtained. Any kind of lobbying will lead to automatic disqualification.

Focus areas for implementation:
a. Key Population
• Primary target population: Persons Who Inject Drug (PWID).
• Secondary population: Evidence of work done with Key Population members

Goals and Objectives of the Grant:
The Goal of Harm reduction Intervention in the National Aligned HIV/AIDS Initiatives (NAHI) Project is to reduce HIV infection among injection drug users by providing them a minimum package of harm reduction services with regards to NSP & management of opioid overdose with naloxone; to increase access to needle and syringes exchange program and other medically Assisted Therapy (MAT)

Minimum Requirements.
Objectives:
• To mobilize and involve PWID communities to participate in activities that lead to safer use and managed use.
• To increase the access of PWID to beneficial services that reduce spread of blood borne infections, including Hepatitis C, B and HIV
• To increase access to needle and syringes exchange program and other medically Assisted Therapy (MAT)
• To create an enabling legal, and service delivery environment that promotes harm reduction amongst PWIDs.

Scope of work includes but not limited to provision of Volunteers:

Who will be charged with:
• the day to day activities of distributing needles to the different bunks, injection sites and houses.
• HIV prevention services (condoms, lubricants, pre-exposure prophylaxis, post exposure prophylaxis)
• HIV Testing Service
• HIV treatment and care (ART, prevention of mother-to-child transmission of HIV)
• Condoms and lubricants programmes for PIWD and their sexual partners
• Dissemination of Information, education and communication materials including use of social media platforms
• retrieval of all used needles to designated collection points for Outreach Coordinator’s pick up for final incineration.
• documentation and be engaged with other necessary services, which include attending to those with possible overdose, wounds, mental health and legal issues.

Applicants are expected to meet the following minimum qualifications:
1. CAC Registration.
2. Registration with Ministry of Health.
3. Office location should be within the community where services will be provided.
4. Demonstration of two (2) years of community level engagement with stakeholders relevant to the category for which funding is sought.
5. Submission of a suitability statement required along with application letter. This must not be more than two pages and should demonstrate;
• Experience working with the key population groups especially the PWID community
• Capacity of effective programming in HIV prevention, testing, treatment and retention of mobile and vulnerable populations
• Experience working with state/local government and other community networks/structures involved in programming for Key Population (KP) activities.
• Experience in providing harm reduction services such as Needle Sharing, counselling on drug demand reduction
• Experience in implementation of gender-based services in programs
6. References of previous and/on-going work with other Projects where applicable.
7. Demonstration of ability and experience in documenting and reporting program events.

Funding
Based on the duty requirements, expectations and objectives, volunteers will be engaged per CBO.
Volunteers funding will be monthly allowance each in line with National Aligned HIV/AIDS Initiatives (NAHI) grants policy, monthly stipend for mobility to sites/field and communication stipend for program related communications with other technical teams.

Policy and Legal Advocacy Centre (PLAC) is implementing a 10-week long fulltime internship programme with support from the European Union (EU) for young Nigerians who wish to gain knowledge of legislative practices and processes.

The Women Deliver 2023 Conference (WD2023) will be Women Deliver’s most inclusive, diverse, and accessible convening to date. Together with partners, we are committed to ensuring that people of all ages, spanning all geographies and backgrounds, can attend WD2023.

Our scholarship program, available both to those who wish to attend WD2023 in-person or online, provides financial assistance to individuals who would otherwise be unable to cover the cost of attending the Conference. The Division Director (Advanced Intersectional Justice) is a people management role that leads a team to design and implement strategies to advance intersectional justice building structural analysis or political critique that dismantles interlocking power relations that privilege some social identities whilst excluding others based on race, sexual orientation and gender identity, class, ethnicity, disability, descent, religion, and age. The Director focuses on structural, political, and economic factors that cause and enable exclusion, including enduring legacies of slavery, colonialism, apartheid, laisse faire capitalism  and imperialism that have shaped global political, economic, and social systems and relations creating inequalities that concentrate poverty, structural violence, economic and social exclusion, in racialized and indigenous communities globally.

As a Division Director you will:

  • Provide strategic leadership for programming to ensure advance of Intersectional Justice within and beyond OSF.
  • Contribute to the overall leadership and management of Global Programs.
  • Lead and manage a team to develop and operationalize transformative strategies to advance intersectional justice within and beyond OSF
  • Build key internal and external partnerships, represent the Foundation, and leverage strategic tools and expertise from across the network to advance shared goals and advocacy strategies
  • Lead partnership, ally-ship and solidarity with global gender justice movements , Dalits , racial justice, and indigenous people’s movements ,including elected representatives of these and other vulnerable/excluded groups, particularly from the global south/east

What we are looking for:

  • A thought leader with at least 10-15 years demonstrable international experience leading and working on issues of Intersectional justice across different geographies and movements, including at a multilateral level. Direct experience in applying Intersectional Justice approaches to grantmaking, programming, advocacy, and movement building will be an added advantage
  • Demonstrable experience engaging with partners across geographies, building and maintaining collaborative partnerships, and working effectively within a complex global organization with a high tolerance for risk and frequent adaptation.
