This report and research behind it set out to present the first assessment against the “practical recommendations for the creation and maintenance of a safe and enabling environment for civil society, based on good practices and lessons learned’ report of the United Nations Human Commissioner for Human Rights.
The recommendations outline good practices for promoting and protecting civic space based on lessons from different parts of the world. This assessment provides evidence against the recommendations. It is the first assessment report targeting civil society enabling environment at the sub-national level.

The assessment provides all stakeholders- United Nations Human Rights Council, civil society organisations in and outside the focal states, International NGOs, policymakers, parliamentarians, businesses, and multilaterals- with a detailed set of data showing the degree of progress towards the recommendations. This report presents an assessment of implementation in four states – Borno, Enugu, Kano, and Lagos.
